NOCER is a cannabis education and resources organization based in Northern Ontario. It was founded in 2014 by Kim Cooper, who had difficulty finding resources in the region. The organization won a Leafy Award in 2016 for its dedication to patient services. NOCER's mission is to engage the general public and local government officials in education and advocacy regarding cannabis. Kim Cooper, the founder, has a long history in the cannabis movement, starting in 1978 when she advocated for a marijuana initiative in Toronto. She is also a mother of three children.
